SRI AND 20K RICE ALLOWANCE TO ALL GOV'T EMPLOYEES SOON! PBBM



President Ferdinand R. Marcos Jr. issued an executive order this year granting all civil servants a Service Recognition Incentive (SRI) and a one-time rice allowance for civil servants.


The president's executive order allows government employees to grant his one-time performance review incentives at a flat rate not to exceed P20,000.

Incentives include State Universities and Universities (SUCs), Civilian Personnel of National Government Agencies (NGAs) including Government Owned or Controlled Corporations (GOCCs); Members, police, Department of Interior and Local Government (DILG) firefighters and prison officials.

Employees of the Bureau of Corrections (BuCor), Philippine Coast Guard (PCG), and National Mapping and Resources Information Agency (NAMRIA) are also eligible to receive service certification incentives. By order of the President, officials of the Senate and Senate, the Judiciary, the Office of the Ombudsman, and the Office of the Constitution may receive a one-time SRI from their respective Directors for a flat fee not exceeding 20,000.

Employees of Local Government Units (LGUs), including barangays, may also receive incentives based on the financial capacity of the LGUs, subject to LGU budget limits under the Local Government Ordinance 1991.

The NGA, SUC, and Military and Uniformed Personnel Incentives are funded from the Released Personnel Service Allotment (PS) available under Republic Act No. 11639 or the 2022 state budget.

Separately, President Marcos also issued an executive order authorizing his one-time rice distribution to government officials.

Eligible persons for rice subsidies include SUC, GOCC, Government Financial Institutions (GFIs), government agencies with corporate authority, and private sector of his NGA including government agencies holding regular, contract or temporary positions. Includes personnel. Military, police, firefighters and prison personnel are also eligible for rice assistance.

Bucor, PCG and NAMRIA employees are also supported.

This order also applies to individuals and groups of individuals to whom the service is engaged through a statement of work (JO), contract of service (COS), or other similarly situated work arrangement as defined in the Notice of the Audit Commission. Approve the release of assistance to NGA, Military and Uniformed Personnel Funded by R.A. No. 11639.
