Rep. Raoul Manuel of the KABATAAN Party-list listed the major initiatives to protect the health and safety of those involved in education who attend in-person classes.

These include adequate ventilation for classrooms, on-campus health services and resources, the hiring of health-related staff, financial support for private educational institutions to implement safety measures, the Covid19 testing program for students and educational staff, and a medical fund for the staff's free care.

According to Manuel, the government requires at least P63.2 billion to pay for these initiatives.

The price tag for distance learning demands and employee remuneration is P122.4 billion.

The politician said that since it is discriminatory, students shouldn't be required to receive a mandated vaccination.

“Ano pa ang ibang safety measures for school reopening? Well-ventilated na ba ang classrooms? May supply ba ng well-fitting masks? May pondo na ba for free treatment ng mga magkakasakit? Sara Duterte needs to read up on the concrete proposals of this youth representation,” Manuel said.

“We urge DepEd to support the passage of the Safe School Reopening Bill if it is serious in its plans to transition to face-to-face classes,” he added.
